Again, you dont understand the situation. There are NO TAPS, there are major listening devices tracking the air waves and scanning ALL overseas calls, then they zero in on the overseas calls that come from known or suspected Terrorists. We dont actually have PROBABLE CAUSE till AFTER THE FACT. FISA was never designed to cover this situation as FISA was set up before such technology ever existed. JDN
