That's odd. The requirements for citizenship (unless you're old or handicapped and have been here for many years) state that you must display a knowledge of US history and government and a working proficiency in reading, writing and speaking English.

Your wife shouldn't have too much difficulty with Spanish, though, as Tagalog, and especially Visayan (Cebuano), contain many Spanish and Spanish derived words. :-)
