Democrats WILL win congress. That much I'm 90% sure of. Then they will have the power to impeach if they want. Bush and Cheney are certainly both guilty of high crimes against the American people. Both deserve long prison terms in fact. Along with Delay and about 30 in the GOP congress. But whether they actually do it or not will be a strategic decision. Maybe it's better to let a proven loser and corrupt liar like Bush stay in power (but be kept in a box like Saddam was) rather than let him be replaced by a more reform-minded Republican who could actually win re-election. Talk about hypocrites, any Republican except Hagel who doesn't 100% support Bush from now on is a bald-faced liar and hypocrites, since they all told us he was the finest leader in history.
