I think you made a slight mistake there dude, if you click on the link you provided it automatically registers an F, no wonder it comes out so high. Luckily, at the bottom, you can change your vote to an A, as I did.

The sad thing is this is probably W's best year in the war. He finally broke drown and faced the reality that perhaps things aren't going as wonderfully as he always said. Got to get past the denial stage.
Maybe you're right, his grade should be raised; he may rate an F+.
