The idea has been expressed often among humans. Arthur C. Clarke comes to mind and many religicos.

Sounds to me like an awful lot of weight to place on a theory of speciation.

It's independent of speciation which stops when intelligence comes. The first specie that gets intelligence kills off the ability of any other specie there to evolve intelligence. Then intelligence goes out in the galaxy to war against other intelligences. War is the result of intelligence. The number one issue among aliens is who is more powerful than whom, because the powerful ones control the weaker ones. That's "the plight of the weaker in any galaxy" --- Rojan STOS, "By Any Other Name".
