Actually, Kerry did respond immediately to the smearvets, then assigned Max Cleland and his boat mates to battle them and went back to talking about major issues. Look at this add Kerry ran the first week of the attacks too. boston.com

Plus the press gradually disssected the smearvet charges and one by one proved they were wither 100% false or very doubtful and misleading.

The only reason the smear campaign worked was the rightwing controls a certain amount of the media and they used it 110% to get free air-time for the smearvets. Then they used the Limbaugh-Hannity echo chamber to keep hammering the same smears over and over.

Notice Bush was not running on any real issues, just smears. The smearvets were totally run by the Bush campaign. It was all a big lie. But the smears combined with the phony "weak on defense" "flipflopper" ads managed to negatively define Kerry before he had a chance to become known on his own terms.

How many voters did the smearvets influence to change their votes? Maybe only 50,000 nationwide, but that and the phony terrorist alerts and the Osama tape and the non-stops lies about Kerry being weak on defense and so forth did the trick, just barely. That is, assuming Bushies did not use the Diebold machines in Ohio to steal it. And the jury is still out on that. We may never know.
