Engineering is way different than the law. Withstand also mean not breach. The design in place should have also been able to withstand a CAT 5. For some number of hours water may have overtopped the levee at defined CAT 5 levels. But the levee's in NO were never overtopped during Katrina. That suggest CAT 5 and maybe even CAT 4 conditions did not occur in the local area of the levees.

And if you recall it took tens of hours for the water to reach it's final destructive level equal to the level of the lake.
