Thats a good idea and I would open the lottery up TO THE WORLD much as the Irish sweepstakes are, thus we could rake in BILLIONS worldwide. Make sure there are MANY prizes starting with a super duper one in the millions dropping down to even 100k. Have an annual one just for citizens who pay and file 1040's and have a box on the form to indicate how much you want to bet (add it to the tax at bottom) and have the payment out say two weeks after 4/15. Would speed up filing I bet and generate excitement over filing your return. jdn
