From what I read, India is not a producer of silver, so I would say that they import most of it.

It seems they need it for infrastructure development, industry etc. They are the third largest industrial user. However, it seems that India has the greatest silver holdings of any nation but it is dispersed among hundreds of millions of people. Saving money in the form of silver jewelry remains the favored method of saving among rural populations. Therefore, a good monsoon brings a good harvest, which in turn supplies the average Indian with the wherewithal to purchase silver.
