Take away the expansion due to record deficit spending and what do you have? Pretty much the normal growth curve. See:

Revenue per household is down. But look at the curve from 1960 to today. If you do an average straight line on that you see that revenues are returning to normal from a post bubble crash.

The relationship between tax cuts and tax revenues is masked by revenue generated by huge deficit spending.
