It's important for our fellow citizens to understand, when you think Patriot Act, constitutional guarantees are in place when it comes to doing what is necessary to protect our homeland, because we value the Constitution.” Apparently Bush thinks that the Constitution guarantees that court orders be obtained. But still the legality is a side issue. Bush said: "...any time you hear the United States government talking about wiretap, it requires -- a wiretap requires a court order." I presume that any time means...any time. Your argument now hinges on the meaning of any time? I presume that the executive is part of the United States government...so therefore a court order is required even when the executive orders it. Orca
