Ask Bush senior why he didn't do that. Considering the chaos reigning in Iraq now, the likely response he will give is that your question is a stupid one.

I think that we should have tried to persuade Iraq into our sphere of influence, rather than go to war and end up with the mess we have now.

And don't give me that crap about the failed approaches of the past either. I'd agree that not enough was done in Iraq. What Bush did was the absolute worst thing that he could have done in the fight against terrorism.
