Sounds like time for a condo conversion and a tax payer revolt.

I've long thought that the worst of our prison population should be housed in the deserts of Mexico at a cost of less than a 1/5 of the $38,000 per head mentioned in your story.

It would be a boon to some of the more desolate parts of Mexico, plus it would give the left something new to howl about.
