For the most part spending should be taken into account when doing tax cuts. But in 2002 if bush had done that and wasted precious time on whose pork was to be cut etc., the deflation that was taking hold would have led to a full fledged major recession or worse. So Bush became tax cutter/damn the torpedoes and he was 100% right. Left can understand that and CB who is not of the left is too busy thinking about how she manages her affairs to understand the fact that managing the federal govt isnt the same as running a household.

Ok, well, we seem to have established that in your mind, everybody got a tax cut in 2001-2002 except for stupid people.
