The "offer" (according to US reports - I have no idea what the Sudanese military rulers say) was very 'back channel'.

The question at the time was: was it sincere, or a trick?

And, if it was a real (not phony) offer --- then did the Sudanese murderers want *more* then we were prepared to give them? (They surely would not make such an offer without wanting something in return....)
