Sorry, JL... but HE WAS THE US REPRESENTATIVE in the photographs that were released to the public, shaking hands with Saddam (in the late part of the Iran/Iraq War, when Iraq had started to lose some ground to the Iranian human wave attacks, and Iraq was seriously hurting for *cash* to pay for it's war. At the meeting US satellite images of the battle lines were handed over to the Iraqis to 'keep them in the game', but that wasn't public information until much later....)

Rumsfeld was Reagan’s Middle East envoy. Just Google Reagan + Saddam and you'll get plenty of sources for Rumsfeld's mission to Iraq.
