Bush lied to congress on several levels on asking for war powers. Kerry made a mistake by believing Bush was even halfway honest. Kerry also wanted to make sure Saddam was disarmed. If Bush had been honest, he would have finished the inspections, found Saddam had no WMD then handled everything differently.

Not only was it a preemptive war resolution it was an open ended preemptive war resolution. Byrd tried and tried with many great speeches to get them to at least not give junior the power to invade any country he says is a terrorist supporting nation. I'm surprised they haven't tried to take this power back away from him.
