Those who do harm to others, should pay for that harm.

(By the way: the AMA recently released a big study that concluded that *particulate* pollution --- of the type produced by diesel engines and many power plants --- is one of the greatest single factors reducing the life span of Americans. They calculated a reduction of several years on average.)

That's a LOT of man/years and a HUGE medical cost... not to mention the lost productivity, etc.

(And, personally, I'd rather have WEALTH & HEALTH. Letting polluters pollute for *free* REDUCES the wealth of a society, not the otherway around, Wayne.

Or perhaps you could go visit Bangkok today to see just how bad the air can be without some clean air initiatives..
