Well it wouldn't take much to enforce laws against fractional lending just a whole army of storm troopers and some re-education camps.

As for my monstrous scheme, it isn't a scheme at all, it would just be a small change from what we have now. Instead of giving the Fed discretion to expand and contract the money supply as they see fit, targeting inflation or targeting interest rates, to an automatic rule giving them zero autonomy on the money supply and allowing the market to price money.

It's as close as we'd ever get in modern times to the same low growth in the money supply that was experienced during commodity backed money without the risk that came from gold backed money...the periodic government confiscation of gold.
