If 40% of the buildings an engineer constructed fell down, they wouldn't be considered much of an engineer.
I'm an engineer. Know something? I don't think 40% of the population (much less 60%) are capable of surviving the courses involved. There is a fair amount of math and physics involved.

I don't think you have to show an engineering degree- -or any degree- -to get a marriage license.

Of course it's good that people can easily divorce and the harm of divorce should be minimized [lawyers' fees, child trauma, property disputes etc]. I don't see why taxpayers have to fund the failures which were personal failures by people who made their choices. Making dumb decisions then handing the mess to the taxpayer is popular. It reduces the need for care in making the decision.
Shall we shoot them?
50% of the population has an IQ below 100 by definition. Shall 50% be forbidden to marry? Shall we neuter them to make sure they don't have children?

There ARE those incapable of earning a living. Shall we simply shoot them?
Do they starve instead?
And there were ne'er do well's long before welfare was federal and common.

What's the legal minimum marriage age in Kiwiland? If it's anything below 35, I'd say it's too low to allow people to mature enough to make good decisions. Even then, there are plenty of screw ups.

Abuse could be reduced by a spot of hanging.
Kiwiland is one of the nations that has totally abolished capital punishment. You disagree with your gov't on this?

You'd have a hard time getting capital punishment for assault in any state in the US.
