Actually, my agency actually returned a profit consistently until pressure groups filed so many appeals and lawsuits that costs started to exceed returns. I'm proud to say that the original mission of my agency was the most noble mission that could be held by an agency outside of the military. The mission was once so well-understood by all levels from the ground up that somebody wrote a book about it as a study in administrative behavior. The author was amazed that such a decentralized organization could have such consistently understood and applied standards. amazon.com Now that has all changed. I'm amazed that the sole reviewer of this book seems to be from Turkey. There should be hundreds of reviews originating from Washington DC. I agree with your statement that some large organizations can be far less than the sum of the individuals in them. That is a great tragedy.
