Phillips is a Republican the same way that Zell Miller is a Democrat.

In one sense that's true in that they're both renegades, but Phillips is a rare republican that adheres to conservative principles rather than slavishly towing the party line. In the past decade or so, the GOP has shifted radically to the right, abandoned fiscal conservatism, embraced preemptive war and nation building in Iraq, etc. While the party has changed, Phillips has remained true to his roots. Miller, by contrast, underwent a personal transformation, apparently in response to 9/11. If anything, the democratic party has also shifted to the right since '92. Miller moved much farther to the right than the party as a whole.
