The documents do not lead to that conclusion. You have to use a great deal of bias in interpreting the data to get there.

One question I thought he asked which really nailed the issue; if the problem is not pervasive, why grandfather all the illegal activities of the past, under the assumption not doing so would cause severe economic hardship to those who were illegally naked short selling?


The excuse I've heard is that it would cause unnecessary volatility. Nonetheless, I agree, they ought to get rid of the grandfathering, it doesn't help anything.
