"Define the message" means "how to fool them again and cheat more". The rightwing has totally failed. I'm actually surprised 35% still support them. But minds take time to change. Could get to 25%.

GOP Struggles To Define Its Message for 2006 Elections

The good thing about all of this mess is that the GOP is constantly in denial. They are hard pressed to admit when they have screwed up and when they are on a wrong path. Hence, it will take years for them to turn this sinking oceanliner around. <g>
