I'd go FAR beyond that Amy. I'd say that people only be allowed to replace themselves here, and to codify that unchecked reproduction is NOT a "right", but a privelige.

A single woman would be allowed one child, a couple two. If a couple wanted to have more children, they'd have to demonstrate that they were capable of providing for them, fiancially and emotionally. It would be worth having some form of government financed reversible sterilization to enforce such a program.

I really admired the sanity of the Chinese "one child" policy to address their overpopulation problem.

Never understood why the Dems are always against a program that gives women money in exchange for sterilization once they've had three or four children.

It could simply be a pre-condition of receiving public assistance, no matter how many children the woman has. By applying for public assistance, the woman provided conclusinve evidence that she is unable to provide for the children she already has, not to mention additional children.
