Unfortunately, home "owners" never really "own" their homes even with no mortgage. The real estate taxes never end, and home "owners" are effectively renting their homes from the local school board bureaucrats long after their children have graduated. My house is worth about $150K and the annual taxes are about $4,000. Yes, it's going up for sale, and I am moving to C or S America where the taxes are low and the temps are always 60-85. It will be nice to know that the taxes I pay won't be funding the mass murder of innocent civilians. (No, I am not a Democrat, just a former Goldwater republican who can recognize a con job by virtually every politician. Read "Conscience of a Conservative" to see what republicans for Goldwater stood for.)

As for wind insurance... we got "blown away" 30 miles inland near Pensacola, so all that insurance money doesn't go to the coastal owners. Government flood "insurance" encourages bad decisions on building on the coast and in flood areas. If it can't be done away with outright, a better way would be to pay damages only for the first loss on each flood plain address. After that the property "owner" would have to take the risk personally. It might cut into some real estate agents fat paychecks on beach property though and it would definitely cause a lot of worthless bureaucrats to lose their jobs.
