What does 'uplink'mean?

Isn't there already significant commercial VOIP?

I have spoken to an IT manager at a hospital company and they wouldn't even consider anything but VOIP for any upgrades or new installations. Are the applications required in a hospital environment different than the ones you are thinking of?
