But Bush is going around saying that if we are short of troops on the ground, it is because he followed the recommendations of his military generals. Similar to what he did with the CIA.

Will he ever take responsibility for anything? More than that he needs to meet the demands of his job by being proactive, asking his generals, his CIA chief, his Homeland Security/FEMA folks very probing questions. That is a hallmark of a good executive. You need only look at Clinton. Clinton came well prepared for his meetings. He took copious notes, he spent a few hours in a day sometime well in to the night, going over his notes and preparing for the meetings for next day. Bush does not do that. He is busy working out in the gym, digging soil etc. etc. And his VP is out hunting quails.
