The American Heritage Dictionary defines terrorism as "The unlawful use or threatened use of force or violence by a person or an organized group against people or property with the intention of intimidating or coercing societies or governments, often for ideological or political reasons."

Well, from my perspective the shoe fits pretty well. The war was an unprovoked aggression therefore clearly unlawful by international law and it was also clearly done with the aim of intimidating or coercing a society or government. In addition it has caused a huge number of innocent deaths.

It seems pretty obvious to me that the shoe fits.
