<majority that is not in the market> They are meaningless. If you are not buying something, then the price is irrelevant. The price of a golf club membership cannot be based on what I paid -- I don't don't belong to one. It would have to be based on what a person joining a club now would pay. Same for all expenses. If I buy nothing then I cannot be used as a proxy for inflation. Inflation refers to prices paid by active buyers, not prices not paid by non-consumers.
