Hmm. Well, I think you're getting the timeline confused.

People are mad at Bush.
It seems likely they will take it out on Congress.
And then Congress will censure Bush.

Can't be done until the Dems have a majority.

Two years later, 2008, is the Presidential election. Bush will be gone then.
