I guess you are not aware of what a secure ID card with biometric information is. The key to a secure national ID card is biometric info encoded in the card that positively identifies you. It's like the picture on your driver's license, only it's virtually impossible to fake. If you apply for a credit card, you present both your identity card as well as your fingerprints, palm prints or other biometric information that uniquely identifies you and only you. This is compared to the biometric info encoded in your card and only then is your identity confirmed.
