If you mean that Cheney has to resign [edit: would have to under this scenario], yes, that's a given. He was elected, Bush can't fire him.

Can Cheney resign if he wants to? Sure, Spiro Agnew did, for one.

Then what happens? The President appoints a new Vice President. Just as Nixon appointed Ford, and Ford appointed Rockefeller when he became President.

Section 2 of the 25th Amendment provides that "Whenever there is a vacancy in the office of the Vice President, the President shall nominate a Vice President who shall take office upon confirmation by a majority vote of both Houses of Congress."
