Let's face it. Gerrymandering favors the incumbent for the most part. Even if that person isn't a Republican white folk, they are going to favor the conditions that keep them employed. So how to change the dynamic? As JF suggests, public funding for campaigns is a start. This has two problems. One is that present incumbents aren't going to support it, it is a direct threat to them. Another is more touchy-feely. If a candidate can't drum up support in actual dollars, then do they deserve a place on the ballot?
