Smearvet O'Neill started his career in "the world" as a special assistant to Nixon's head dirty trickster Charles Colson (later convicted and sent to prison where he apologized for smearing young John Kerry). O'Neill claimed in 2004 that he had nothing to do with the GOP.

And you're right, he said he served with Kerry and never did. In fact none of the smearvets in those ads fought with Kerry. 98% of the smearvets never even met Kerry.
