I can see both sides of this. I'd like to see more partnerships, but with Bush's track record on education, and his rhetoric about the teacher's union and it's members, one can understand why the union is hostile. Bush and some republicans that I have heard speak on this issue completely fail to understand the need for the teacher's union, and the good that they do (and they do perform many useful services). The teacher's union, on the other hand, digs in on everything, because the rhetoric on the other side is so extreme. It's a lose lose situation at the moment.
