Lack of contraception.

If taxpayer money was given in exchange for sterilization, that would do the trick too. If the government hires people to be state pets, and the pay rate is good enough, they shouldn't be surprised if they get people accepting the offer. I was hired to perform various roles and accepted various offers at various times. I tried out for welfare and it was fun for a while, but the pay rate wasn't good enough. I thought I was a pretty good dole-bludger, so I thought they should have given me a merit pay increase. I quit after a short time. They had to hire other people and had to increase the pay rate to keep the numbers up.
