"It could be that teachers are improving their methods but the caliber of the students with which they have to work has gone downhill." It very well could be. But a results based system doesn't care. It finds what works to get the desired results, and does that. Would you keep investing your money in a company where the CEO claimed their quality and profits were declining because the raw materials were crummier and that's why their products were increasingly defective? As I said, my mother was a Jr. High teacher, and was forced to socially promote students. I used to ask her what the logic of that was, and she said that the logic was to pass the problems up to the high schools. But it's all the same system.
