To the best of my knowledge, WTC 7 had been completely evacuated and there was no one in the building at the time it collapsed. If memory serves me correctly, it was evacuated prior to the collapses of WTC 1&2 and no one was in or around the building other than fire fighters, who were ordered to withdraw before it came down.

If you have other information, I'd be interested in seeing the source.
