There are savings in this approach since a 3G network is much more big that a 2G. Today with 2G is already possible to download to the bases stations and to 'suck' the data from the bases stations too.
This because operators want to spend little in the operations. With 3G network made out of much more base stations than 2G this is of higher priority now than before.
