In your zeal to defend Naked Short Scammers, you fail to get the point. In my prior post, I'm not not seeking to continue paper certificates. In fact, I'd get rid of them. Calling for certs shouldn't and doesn't do much against NSScamming and, if it did, it doesn't have to be paper.

Let's get the rules clear and eliminate the fails to deliver, have a real Reg SHo, w/o the "grandfathering" of scams, etc. Make the role of MM's one that really is clear with respect to when they have to close their positions, etc.

I'm not saying I have a system, but I'm sure that someone can easily come up with a system that keeps the benefits of eletronics and yet elminates or reduces the scam.
