The purported "cure" (toppling Saddam) turned out to be far worse than the supposed "disease"!

Bush made those inciting speeches in the hope that rebellious elements would rise and attempt to overthrow those in power. In most instances he failed.

BTW, did you know that the West tacitly promised to aid the Hungarians if they rebelled against the Soviets. They rebelled in 1956 but no help went to the Hungarians. The rebellion was quelled! What a letdown!

Likewise, immediately after the Gulf War, Bush Sr. promised the Shi-ites aid if they rose against Saddam. The Shi-ite rebellion failed and was mercilessly put down when the promosed aid never materialized.
