Translation:

Exceptional is bad or not policy worthy.

Mediocrity is good or must be accepted.

If a State fails to meet some educational numbers it is because of a lack of funding. There is no connection to the unions which the membership pays to protect the incompetent within their ranks.

I'm surprised that we don't have more private schools.

Current policy does not provide incentives for others to emulate and build on examples provide by the occasional exceptional teacher. Quite the contrary.
