User fees are more equitable than general taxation. They make economic sense. Example, fees for building permits and inspections. Why make the general public pay that?

Similarly, fees to use public recreation facilities. Etc.

Taxes should be used only for general public "goods" like police protection, roads, courts, schools, drainage.
