I can see a good reason for extra pay for higher QOS. I just fear that it will turn in to extra pay for any decent QOS. I also don't have a problem with paying per bandwidth used or even bandwidth used during certain defined times of high traffic, of course it depends on how much is charged. “Whitacre tiering", seems to go beyond either of those ideas. Its not paying for bandwidth or for QOS, but rather special consideration being given to the ISP's own content or those of its affiliates or partners above everything else on the net. Tim
