The investigations would start and not stop until Bush's chopper lifts off the White House lawn in January 2009. Not to mention that keeping Bush pinned down in the Rose Garden would have a big impact on the 2008 campaign to replace him. You get the impression that Bush-Cheney-Rove either don't understand that they are playing with fire and living on the edge, or they are past caring. They certainly aren't forging a new leadership consensus around these moves, if that was their aim.
