Yes, and this bill would make it a criminal offense.

So back to my original question, does anyone have any thoughts on the implications of criminalizing unauthorized entry?

Also, people who arrange sham marriages.

I don't think "sham marriages" for immigration should be subject to criminal penalty if both parties willingly enter in to it. Why is it the government's business if two people that get married are in love or not. As long as the marriage would be legal if it wasn't "a sham" it should IMO be legal even if it is just for immigration.
