You can see the plans on the Project for a New American Century website. They spelled out their plan in the mid 1990s. The one opening was the catalysing event which they called New Pearl Harbor, but I think was more like the burning of the Reichstag. For this they looked for opportunity, and the opportunity was the chatter about a hyjacking. This is the news that scared Ashcroft away from commercial airlines and of course Cheney didn't have to fly commercial. Their problems began when the hyjacking turned out to be so much more. TP
