In the long run. In the short run you just raise the pay of mediocre teachers.

That and class size are the kinds of things I had in mind that need to be fixed. Call it job enrichment--get rid of some of the crap that teachers have to deal with. I suspect that's a big part of it.

I'd like to see kids have to compete for choice class assignments. That's an element of what I had in mind for reinvention.
