I think we'll see these sort of theories for years. But, I'm with you, the best explanation is that there were mistakes, and any coverup is meant to cover their asses. Maybe we need a new principle, a modern day Occam's Razor. Bush's razor: for any number of possible explanations of actions by Bush and his cronies, the most likely is the one that involves the greatest amount of incompetence.
